Charlie Chaplin's time traveler

This morning I have read one interesting story on the newspaper and the title is " Time traveler" caught on film. I don't not whether to believe on this kind of story or not but you can see that video on the Youtube.  

The scene can be found in Chaplin's The Circus movie (1928) and it shows a person with a dark hat holding their cupped left hand to their ear and talking as they walk through a scene. 

You can see the slow motion on youtube if you don't believe it. Maybe she use Iphone 4..the newest technology.hehehe.. 

Is it true that we can go back to the past or future?? Is it the Time machine exist??? I have no answer on that questions.
